Social Security, taxes and passport
- Social Security
- The Social Security Administration recommends updating your Social Security record before you go to your state motor vehicle office.3
- Social Security suggests waiting until the state has recorded the marriage, which takes about 30 days in most cases.3
- For proof of identity, Social Security prefers a U.S. driver license and also accepts a state ID card or a U.S. passport.3
- Social Security treats a marriage certificate as the ideal proof of both the new legal name and the marriage.3
- Social Security accepts only original documents or copies certified by the issuing agency, never photocopies or notarized copies.3
- Social Security does not charge for a card with the new name.5
- Once Social Security completes the request, the replacement card arrives by mail in 5 to 10 business days.12
- People who cannot use Social Security’s online services fill in the paper Form SS-5 and show the required documents.13
- Passport
- USAGov says to report a name change to the U.S. Department of State as soon as possible to get an updated passport.14
- Form DS-5504 covers a name change by marriage when the passport was issued less than one year ago and the name changed within that year.9
- The U.S. Department of State charges no fee for Form DS-5504 unless the applicant asks for expedited service or 1–2 day delivery.9
- Form DS-82, the mail-in passport renewal, accepts a married name when the applicant sends certified proof such as a certified copy of the marriage certificate.15
- Renewing with Form DS-82 requires sending the most recent passport, issued when the applicant was at least 16 and less than 15 years ago.15
- An applicant who cannot document the name change with a certified marriage certificate, divorce decree or court order must apply on Form DS-11 instead.15
- Form DS-11 is filed in person at a passport acceptance facility, at a passport agency by appointment, or at a U.S. embassy or consulate abroad.16
- Voter registration
- A voter registration can be updated online through vote.gov or by mail with the National Mail Voter Registration Form.14
Questions about California
How do you get a certified copy of a California marriage certificate?
For a public marriage registered in 1905 to 1999, 2001 or 2008 to 2025, CDPH Vital Records mails certified copies for $19 each. For 2000 and 2002 through 2007, the county recorder where the license was issued is the only source.
A confidential marriage is a separate track: the state keeps no copy, the county clerk that issued the license holds the record, and only the two spouses can order it.4
How much is a certified marriage certificate from a California county recorder?
The same $19 as the state. Riverside County lists marriage certificates, public or confidential, at $19.00; San Bernardino County charges $19 by mail; and Orange County lists a certified copy of a marriage certificate at $19.00.
The county is the only source for a confidential marriage and for public marriages registered in 2000 and 2002 through 2007. Order from the recorder in the county that issued the license.6–8
How much does a name change after marriage cost in California?
About $56 in agency fees before the passport. Social Security charges nothing for the new card, a certified marriage certificate costs $19 from CDPH or a county recorder, and the California DMV charges $37 to change the information on a driver license.
The passport is free with Form DS-5504 if it was issued less than a year ago; otherwise a DS-82 renewal of a passport book costs $130. The SimplePaperwork kit fills in the federal forms and lists each step; it does not replace any of these fees.2,4,6,9,10
What happens at the California DMV?
You start the driver license application online, then finish at a field office, with or without an appointment. Bring your current license and your name-change document, pay the $37 change fee and scan your thumbprint.
You leave with a temporary license valid for 60 days; the new card arrives by mail in 3 to 4 weeks.1,2
Do you have to re-register to vote in California after a name change?
Yes. A legal name change means a new voter registration, and the Secretary of State suggests doing it after the DMV has your new name, because online registration can reuse your DMV signature.
If you register before the DMV visit, choose “decline” when the form offers your DMV signature, then print, sign and mail the application to your county elections office.11
What the California kit does, and what it doesn’t
- Form SS-5 filled in from your answersYou print it, sign it and bring it to Social Security with your documents. The form itself is free on ssa.gov.
- The passport application for your case, filled inPicked from your answers about your current passport; the State Department’s fees are paid to the State Department. The application also needs a recent color photo, which the kit doesn’t include: U.S. passport photo rules, and a photo from a selfie.
- The California checklistThe steps above in order, with the deadline, the fee and the official page for each one.
- Notification lettersFor your bank, employer, insurer and other accounts, with your old and new names.
The kit does not file anything for you and is not legal advice. Government fees, like the license fee and the county copy of your marriage record, are paid directly to each office.
Frequently asked questions
Can anyone order a copy of a California confidential marriage certificate?
No. Only the two people named on a confidential marriage certificate can get a copy, and it comes from the county clerk that issued the license, not from CDPH.4
What if the California DMV says my Social Security record does not match?
The application is denied and the DMV mails a Request for Verification of Information letter that explains what to do. Updating Social Security before the DMV visit avoids it.1
Do I need an appointment at the California DMV to change my name?
No. The DMV says you can make an appointment or walk into a field office without one, but the change is not complete until you visit in person.1
Does it cost anything to change your name with Social Security?
No. Social Security mails the card with the new name at no charge. The paper application, Form SS-5, is published by Social Security itself.5,13
Is there a fee to change the name on a new passport?
Not when the passport is less than a year old and the name changed within that year: Form DS-5504 has no fee unless you ask for expedited service or 1–2 day delivery.9
Can you bring a photocopy of your marriage certificate to Social Security?
No. Social Security accepts only originals or copies certified by the agency that issued them, and it refuses photocopies and notarized copies.3

Why does Social Security come before the California DMV?
The first thing the California DMV does with a name-change application is check it against Social Security. If the names do not match, the application is denied and a Request for Verification of Information letter follows.1
