Questions about Washington
Where do you order a certified marriage certificate in Washington?
The Washington State Department of Health keeps marriages from 1968 on and issues certified copies. The base fee is $25 a copy by mail; through VitalChek, online or by phone, it starts at $40.50 once the vendor and processing fees are added.
No ID or proof of relationship is needed to order. For a wedding before 1968, the auditor of the county that issued the license holds the record instead.7,9
Is the county auditor’s copy enough, or do you need the state certificate?
A new marriage record can take up to five months to travel from the county to the Department of Health. Until then, the county auditor that issued the license can give you a certified white copy.
DOH says that copy works for adding a spouse to insurance and, in most cases, for a new last name on a driver license, but most federal agencies refuse it. Ask the agency first, or wait for the DOH certificate.7
How long do you have to update a Washington driver license after a name change?
Ten days. RCW 46.20.205 applies to anyone who “changes his or her name of record” after getting a license or ID card, and it sends each change, with the former name, on to the Secretary of State daily.
Under RCW 46.08.195, the Department of Licensing cannot change the name on file until you prove your identity again.1,5
What happens at the Washington licensing office?
Update Social Security first, then book an appointment. Bring a marriage certificate that was filed with the county and certified; church and wedding chapel forms are not accepted.
A new photo is taken at the appointment. The revised card costs $20, the amount in RCW 46.20.200 and in the DOL fee table, and the old one is surrendered. Your vehicle registration keeps the old name until you change it separately.2–4
How do you put your new name on your Washington voter record?
Update it online with a Washington license, permit or ID card, or with the last four digits of your Social Security number; a paper form can go by mail or to a county elections office.
Online and mailed changes must arrive 8 days before an election, while in-person updates run until 8 p.m. on Election Day. An enhanced license or enhanced ID updates the voter record automatically.10,11
What the Washington kit does, and what it doesn’t
- Form SS-5 filled in from your answersYou print it, sign it and bring it to Social Security with your documents. The form itself is free on ssa.gov.
- The passport application for your case, filled inPicked from your answers about your current passport; the State Department’s fees are paid to the State Department. The application also needs a recent color photo, which the kit doesn’t include: U.S. passport photo rules, and a photo from a selfie.
- The Washington checklistThe steps above in order, with the deadline, the fee and the official page for each one.
- Notification lettersFor your bank, employer, insurer and other accounts, with your old and new names.
The kit does not file anything for you and is not legal advice. Government fees, like the license fee and the county copy of your marriage record, are paid directly to each office.
Frequently asked questions
Do federal agencies accept a Washington county auditor’s marriage copy?
Usually not. The Washington State Department of Health says most federal agencies do not allow it and suggests checking with the agency that asks for the record. The DOH certificate becomes available once the county sends the marriage on, which can take up to five months.7
Will the Washington DOL accept the certificate from the wedding chapel?
No. The Department of Licensing accepts a marriage certificate or license filed with the county after the ceremony and certified, and it lists church and wedding chapel forms as not acceptable.4
Does the Washington DOL pass a name change on to election officials?
State law has the Department of Licensing send each name change, with the former name, to the Secretary of State every day. You can still check or update your own voter record online, by mail or at a county elections office.1,10
Does it cost anything to change your name with Social Security?
No. Social Security mails the card with the new name at no charge. The paper application, Form SS-5, is published by Social Security itself.8,13
Is there a fee to change the name on a new passport?
Not when the passport is less than a year old and the name changed within that year: Form DS-5504 has no fee unless you ask for expedited service or 1–2 day delivery.15
Can you bring a photocopy of your marriage certificate to Social Security?
No. Social Security accepts only originals or copies certified by the agency that issued them, and it refuses photocopies and notarized copies.6
